Formulation of an Ethical Framework for the Professional Activities of Iranian Psychologists and Counselors in the Virtual Space

Abstract
This study aimed [s4.1]to develop an indigenous ethical framework for the professional practice of Iranian psychologists and counselors in the digital space. This qualitative study employed thematic analysis based on the Braun and Clarke (2006) model. Participants included 13 highly experienced experts and practitioners in the field of psychology and counseling in Iran, selected through purposive sampling followed by snowball sampling. Data were collected through in-depth semi-structured interviews, and the sampling process continued until theoretical saturation was achieved. Data analysis led to the identification of seven main themes and 25 sub-themes. The main themes were: inadequacies of the current ethical code and regulatory system, challenges related to privacy and data security, erosion and violation of professional boundaries, ambiguity in professional identity and role, conflict with fundamental ethical principles, technical and skills-related considerations, implementation barriers and proposed solutions, and cross-border challenges. The core theme was identified as "the necessity of a paradigmatic shift from in-person ethics to digital ecosystem ethics." In response to the identified challenges, a set of practical ethical codes was extracted and organized into five main pillars: competence and transparency, confidentiality and data security, maintaining professional boundaries, content production, and interventions in specific circumstances. The findings underscore the urgent need for the development and implementation of indigenous ethical frameworks tailored to Iran's cultural and legal context.

Abstract Persian

پژوهش حاضر با هدف تدوین چارچوب اخلاقی بومی برای فعالیت حرفه‌ای روان‌شناسان و مشاوران ایرانی در فضای مجازی انجام شد. این مطالعه با رویکرد کیفی و با استفاده از روش تحلیل مضمون مبتنی بر مدل براون و کلارک اجرا گردید. مشارکت‌کنندگان شامل ۱۳ نفر از متخصصان و کنشگران باسابقه حوزه روان‌شناسی و مشاوره در ایران بودند که با روش نمونه‌گیری هدفمند و سپس گلوله‌برفی انتخاب شدند. داده‌ها از طریق مصاحبه‌های نیمه‌ساختاریافته عمیق جمع‌آوری و فرآیند نمونه‌گیری تا دستیابی به اشباع نظری ادامه یافت. تحلیل داده‌ها منجر به شناسایی 7 مضمون اصلی و 25 مضمون فرعی شد. مضامین اصلی عبارتند از: نارسایی‌های نظام‌نامه اخلاقی و نظارتی، چالش‌های حریم خصوصی و امنیت داده‌ها، کم‌رنگی و نقض مرزهای حرفه‌ای، ابهام در هویت و نقش حرفه‌ای، تضاد با اصول اخلاقی پایه، ملاحظات و الزامات فنی و مهارتی، موانع اجرایی و راهکارهای پیشنهادی. مضمون هسته‌ای پژوهش «ضرورت تحول پارادایمی از اخلاق حضوری به اخلاق زیست‌بوم دیجیتال» تعیین شد. در پاسخ به چالش‌های شناسایی‌شده، مجموعه‌ای از کدهای اخلاقی کاربردی در قالب پنج محور اصلی شامل صلاحیت و شفافیت، رازداری و امنیت داده‌ها، حفظ مرزهای حرفه‌ای، تولید محتوا، و مداخلات در شرایط خاص استخراج گردید. یافته‌ها بر لزوم تدوین و اجرای چارچوب‌های اخلاقی بومی متناسب با بافت فرهنگی-حقوقی ایران تأکید می‌کنند.
